Global Alerts Corp. partners with AMSON Networks to deploy Mass Public Warning system utilizing Cell Broadcast Technology for Nigeria
Global Alerts Corp. Names Les Alliances Gagnantes Gagnantes Inc. as Its Partner to Support UPSEN in Morocco

RABAT, Morocco / CALGARY, Canada – October 29, 2026

Global Alerts Corp. (GAC), a provider of emergency communications technology based on Cell Broadcasting (CB), today announced that Les Alliances Gagnantes Gagnantes Inc. will serve as its on-the-ground partner to promote Universal Public Service Emergency Notification (UPSEN) technology in the Kingdom of Morocco.

The collaboration is intended to support engagement with relevant Moroccan government ministries, public safety and telecommunications authorities, and licensed mobile network operators as GAC works to introduce UPSEN and explain its potential role in strengthening national emergency communications. Any implementation would be subject to discussions with, and the requirements and approvals of, the appropriate Moroccan authorities and mobile network operators.

UPSEN is GAC’s next-generation Cell Broadcasting and emergency warning platform. Designed to use artificial intelligence (AI) to automate elements of the warning process, UPSEN aims to help reduce training demands and the potential for human error while supporting the delivery of timely, localized alerts directly to mobile phones. Cell Broadcast messages do not require recipients to download an app or have a mobile-data connection.

The platform is designed to process multiple information feeds, including information from international organizations such as the World Meteorological Organization (WMO), the World Health Organization (WHO), the Red Cross, Interpol, and national monitoring authorities. This information can support authorized authorities in issuing targeted public alerts and follow-up instructions, while official warning decisions and government messaging remain under the control of the relevant authorities.

More than 40 countries have deployed first-generation emergency warning systems using Cell Broadcast. GAC believes that its next-generation capabilities can help strengthen preparedness and public communication in response to severe weather, natural hazards, public health events, and other emergencies.

“We are pleased to work with Les Alliances Gagnantes Gagnantes Inc. to promote UPSEN in Morocco,” said Dan Pacholik, CEO of Global Alerts Corp. “Our objective is to engage with the appropriate Moroccan stakeholders and demonstrate how next-generation Cell Broadcasting can help authorized authorities communicate quickly, reliably, and accurately with the public during emergencies.”

Gérard Moreau, President of Les Alliances Gagnantes Gagnantes Inc., said: “We look forward to bringing our local engagement and business development experience to support the promotion of UPSEN in Morocco. Effective emergency communications can play an important role in public safety and community resilience, and we are pleased to work with Global Alerts Corp. to explore this opportunity with relevant stakeholders.”

The collaboration marks another step in Global Alerts Corp.’s efforts to expand awareness of UPSEN across Africa and to support discussions around modern, reliable emergency notification capabilities.
