DOUALA, Cameroon / CALGARY, Canada – October 15, 2026 – Global Alerts Corp, the leading innovator and provider in emergency communications via Cell Broadcasting (CB) technology, is proud to announce an exclusive joint marketing and distribution agreement with Les Alliances Gagnantes Gagnantes Inc for the Republic of Cameroon.
The deployment of Universal Public Safety Emergency Notifications (UPSEN) technology in Cameroon requires a coordinated partnership among the Ministry of Posts and Telecommunications (MINPOSTEL), the Telecommunications Regulatory Board (ART), The Ministry of Territorial Administration (MINAT), The Ministry of Communication (MINCOM), licensed mobile network operators, Global Alerts Corp., and Les Alliances Gagnantes Gagnantes Inc. This transformative public safety initiative aligns directly with the United Nations Office for Disaster Risk Reduction (UNDRR) “Early Warnings for All” campaign, which seeks to ensure life-saving alerts reach vulnerable populations worldwide.
UPSEN, the second generation of cell broadcasting and emergency warning technologies, is the only early warning system enabling a global messaging solution by leveraging artificial intelligence (AI) to automate its warnings. By utilizing AI, UPSEN reduces training costs, greatly diminishes human error, and enhances real-time emergency communication through the delivery of accurate, timely, and localized cell broadcasts to the public via their mobile phones—ensuring vital information reaches citizens during times of crisis without requiring app downloads or cellular data connections.
The UPSEN system processes thousands of daily data feeds from global entities such as the World Meteorological Organization (WMO), the World Health Organization (WHO), the Red Cross, Interpol, and national monitoring authorities. These feeds are analyzed by Global Alerts’ AI software to ensure national sovereignty and official government messaging protocols are strictly maintained while delivering targeted alerts and post-event instructions.
As of 2026, more than 40 countries worldwide employ first-generation emergency warning systems utilizing CB, meaning that the vast majority of the global population still lacks access to automated, life-saving alerts.
The collaboration between Les Alliances Gagnantes Gagnantes Inc and Global Alerts Corporation represents a significant step forward in improving disaster preparedness, civil protection, and national safety across Cameroon.
“We are proud to expand this critical technology in Central Africa and specifically the Republic of Cameroon as part of our broader mission to enhance global disaster preparedness,” said Dan Pacholik, CEO of Global Alerts Corp. “UPSEN will enable Cameroonian authorities to communicate quickly, reliably, and accurately with citizens in English and French, ensuring they have the necessary information to protect themselves during climate events, health crises, or national emergencies.”
Gerard Moreau, CEO of Les Alliances Gagnantes Gagnantes Inc, stated: “Our focus remains on building solid operational strategies, and we will bring this expertise to the Republic of Cameroon by equipping the nation with world-class safety infrastructure that protects lives and builds community resilience.”
The introduction of UPSEN in Cameroon marks a major milestone in Global Alerts’ strategy to expand its impact across the African continent, bringing state-of-the-art emergency notification systems to the communities that need them most.
